About Kominfo

Kominfo is the primary legislation governing the telecom industry in Indonesia, ensures telecommunication services are supplied in a manner consistent with national perception of the public interest. It helps create a telecommunications sector where a multiple player market helps to improve the quality and lower the prices of telecommunications.


Indonesian Government take initiative in conducting a fair and unbiased indoor and outdoor mobile network performance benchmarking and service quality assessment on the country mobile network operators (MNO).

This effort is to relieve Kominfo of the dependency on MNO individual reporting which may lead to data integrity and validity issues.

Comparing quality of service and measure the actual user experience are the priority concerns, while there’s difficulty in making comparisons due to technical complexity.


Dingli offered Kominfo with a multi-device network benchmarking solution that includes lightweight test backpack and data processing platform, enables QoS and QoE comparison for indoor and outdoor network.

Pilot Walktour Pack is a backpack solution with multiple terminals and multi-technology (2G/3G/4G/5G) support. It's ideal for indoor/outdoor walk test or outdoor drive test thanks to compact and portable design.

The system operated with an Android tablet controller, allows the simultaneous use of different combinations of measurement modes, such as voice calls, voice quality calls, data transfers and OTT testing.

With seamless integration to Pilot Pioneer Expert and Pilot Fleet Edge, enables testing can be managed, controlled, monitored and post-processing in real-time locally or remotely.
